i guess that is how Deliverator23 was able to macgyver a way to have a wonder with 2 district requirements
to fix this bug, maybe grant an adjacency bonus to harbor if Pisa is next to harbor instead of making it a "requirement" or remove the city center adjacency requirement and use the harbor instead?
I've loaded and re-loaded a bunch to experiment with this -- if I use a Great Engineer, I get +50% more production than expected. No policy cards (though I tested with Gothic Architecture too, and that boosts stacks).
In all my cities except one, the time to complete the Leaning Tower is 2/3 of the turns Taj Mahal or St. Basil's (other 920 production wonders) would take.
The one city that doesn't get the boost doesn't have a Shipyard, but other cities without a Shipyard do get the boost.
It's extra weird to me that it is happening in all cities EXCEPT one. There's nothing special about it, except that the city itself is NOT founded on the coast. Could that be it?
(The Tower itself does not need to be built on the coast to get the boost).
