splinter colony AA compatible patch

Description
It is a compatible patch for "splinter colony ver 2.3 patch" and "Augmented Authorities Beta".

With it, "Splinter Colony" empires will have 3 civics.
Most empires will have them 2 civics and 1 random one.
Egalitalian Splinter Colony will have Idealistic Foundation Civic and 2 random ones, since Idealistic Foundation Civic and Parliamentary System are mutual exclusive now.
