The OICW is easily in my top three favorite weapons from the Half-Life 2 Beta, just below the Hopwire grenade.
However, the only real reason I feel the way I do about the Hopwire is just that I think the general concept is cool, and I find the functionality of how it deploys visually appealing.
The OICW however I enjoy mostly for its futuristic sci-fi dystopian appearance in the HL2 Beta.
While the AR2 from the retail version of HL2 does look much more alien and may be considered by some to be more visually suitable for the Combine, I personally think the OICW fits just as well for the simple fact that it looks fairly alien-looking in and of itself, and that I think it fits the sort of brutalist type style that is seen in Combine architecture. I believe it makes sense for that style to carry over into their weaponry and munitions.
