imagine if this had a weapon which made your hair longer so you could whip people with your ponytail like in the actual game

That would be cool! I'd assume those abilities could be added as hats and badges, but I don't know enough about modding to be sure. I honestly just use a dye maker program to make all of these...

I have then an idea about a mod that provides hat kid Shantae's power such as transform to something. and uh... hair whip. sounds crazy
