This vehicle is a standalone pack, you do not need any other models or textures for this to work in Garry's Mod. All you need is the simfphys base pack.

Made vehicle more realistic with the turning speed and mass, acceleration etc.
Added a police light mode with the lights on but no sounds.
Made the tires bulletproof.
Extracted it from the pack for server use.
Increased seating amount from 5 to 9.
Fixed seat positioning.
