@seang1144: Do you have "collisions" enabled in options ? Are you placing in on flat land ?
Do you play in sandbox mode ? (sometimes you can't place it in challenge or scenario mode because you have not researched all elements/pieces yet)

I can't place this, too. I already bought "Vintage DLC". I placed it with "see me" to see, "hide me" to hide. However I turned it 360 degree, there is no correct position at all. Please help me.
