Theoretically yes, practically idk and grew mine till regular size only.
Couldn't find how to make it. Stuck on character (both animal and people) spawn event\trigger - don't know how.
Animal sizes are linked to their age [0- newborn, 100 - old]. If you want a pup add one to animal trader squad from any town and set it's age lower then 40 or even lower then 20
FCS > Races > [animal race] > References > [animal character] > References > [animal trader squad] > animal > add [animal character] > [animal character] x y z
where
x - minimum animal for sale
y - max for sale
z - age [0..100]
