Leaders Transfer on country destruction

A mod to make leaders (from default, fallen empire, nivlac, or prikki countries) sometimes continue to exist after their countries are destroyed or integrated, either going to their country's overlord, their country's conqueror, or a relation that takes refugees or immigrants depending on random chance and opinion.

Overwrites nothing so should be compatible with everything.
