Buildable Valkyrie

Description
Makes Valkyrie buildable (and moddable) from the Skermisher barracks from the beginning of the game. Changed her cost from Tier 3 to 2.

Can't you make it so it requires the research to be buildable?

@Melvin Junko Thanks for informing where the block is. I had done basically this same thing but I couldn't figure out how to allow them to be moddable so I abandoned it.

Yes.

If anyone is interested the block is found in:
Units_SpeciesHumans.rpk - Tab: Entities - Category: Human Units - Left List: Vanguard Valkyrie
Under Abilities and Properties 5 down there is a field called Properties with a value of "Block Unit Upgrades", clear that and the unit will be moddable.

Does this also fix that they cant eqip any mods?
