This is the first part of the spine of the nuclear space noodle
the launcher is a bit akward because the front docking port is in a specific shape that will dock to the habitation module in a way that it doesnt look like there is a gap.

1) Extend solar panels (these cannot be retracted)

Tech level: 6 and below

all four sections have RCS, so you can shift the parts so they slide together.
