Colonize passed borders

Description
Allows you to colonize passed borders like you could before 2.0+ update.

Due to how the game works or I cant figure it out this mod uses the full game rules.

Having this mod at the top of the load list might fix the other rules conflicting with it

@mario0244 I had done that. it would work that way local but when tested from a subscribed download it wouldn't work without the full set of rules i have no clue why.

Love the idea but cannot use due to implementation. I will have to look for rule to alter and change it individually. Also need to test if AI will also take advantage of the change.

Why did you overwrite the whole 00_game_rules file for a single line change? Take the rule that you modified and put it in a separate file and name that file something like my_mod_game_rule_change.txt and put in game_rules directory. It will work and it won't conflict with dozenz of mods that modify various game rules out there.
