Small cell cellular communications node. Functions as a Natural Disasters radio tower. Signal range covers a small area.

I really wanted to see this be like 1/4th price and cover 1/4th area so I could blanket the area similar to real towers.

I'm pretty sure you need Natural Disasters, as it will appear in the Disasters Services tab. It is also based on the vanilla Short Radio Mast, which comes with the DLC.
