Strategic Mercantilism

Make Military Card Slots Great

Description
Oil is nowhere to be found while Nitre sits useless in your Armory? The only Nitre deposit is under your allies' city and you cannot find any useful use for Iron? Say no more! Your merchants are ready to help you with it.

This mod adds new Civic Policies that let you exchange old strategic resources to get more modern ones. This mod adds the following Policies that use Military Slots:

- Iron Expedition: Convert 3 Horses into 3 Iron per turn. Unlocks at Military Tradition.
- Horse Expedition: Convert 3 Irons into 3 Horse per turn. Unlocks at Military Tradition.
- Nitre Expedition: Convert 10 Irons into 1 Nitre per turn. Unlocks at Medieval Faires.
- Coal Expedition: Convert 5 Nitres into 1 Coal per turn. Unlocks at Mercantilism.
- Oil Expedition: Convert 10 Coals into 2 Oils per turn. Unlocks at Scorched Earth.
- Aluminum Expedition: Convert 5 Coals and 5 Oils into 2 Aluminums per turn. Unlocks at Mobilization.
- Uranium Expedition: Convert 10 Irons, 10 Coals and 10 Oils into 1 Uranium per turn. Unlocks at Nuclear Program.
- Nuclear Non-Proliferation: Convert 1 Uranium into 20 Irons, 20 Nitres, 5 Coals, 5 Oils, 5 Aluminums per turn. Unlocks at Cold War.

The merchants will not charge you gold (YAY!) since they already get their own profits from the expeditions but be aware that until you can swap the Policy cards, the merchant will always be active in their expeditions. As long as the Policy is in effect, every turn if you have enough resources, they will always convert them. Without enough sources, however, the merchants cannot do their work (for example, if you only have 9 Irons, you cannot get Uranium although you have 10 Coals and 10 Oils.). Also remember to manage your Stockpile well, the merchants only care about their profits, not if you could store them or not. If you have a card active while your stockpile is full, the required resources will be wasted.

This conversion ratio is still a bit useless in many cases, because if other players have these resources, it would be more cost-effective for me to use the policy card with gold coins and then buy them from them.

Just one thing - would you consider changing "Nitre" to "Niter" just to make it more homogenous with the spelling in the vanilla game?

I've been in games where there was no Iron, no Nitre, and exactly one deposit of Uranium - under a well-defended minor Civilization capital. Without any of these strategic deposits, it was virtually impossible to defeat them.

I lost when the number of turns ran out.

I don't need it every playthrough but when I do it's a great mod to counter bad luck/strong AIs
