Diverging diamond interchange

Description
(WIP) Modern problems require modern solutions.
Adds a new type of fun interchange: the Diverging Diamond Interchange.
Available in 2007, the diverging diamon interchange is a modern interchange type which supposedly helps traffic by limiting the number of crossings.
