Larger Strategic Resource Deposits

Description
I've made some changes to make strategic resource (gases, motes, crystals) deposits more important in the early- and mid-game. The goal is to make strategic resource locations worth fighting over, instead of being nearly irrelevant because you can build refineries right away.

* All three refineries are now late-game (tier 5) technologies.
* Space strategic resources deposits are now larger.
* Strategic resource mines are now upgradable (providing up to 3 miner jobs), with new technologies.
* Relic worlds now produce only 1 deposit of each strategic resource instead of 2.
* Strategic resource edicts are now 10x as expensive.

Feedback would be really useful, as I am still tinkering with the numbers.

Not achievement compatible.

The space deposits for motes, gases and crystals are all +2 larger (i.e. they used to go from 1-5, now they go from 3-7). The previous version had a lot higher production from mines, but the effect was to make it far too easy to stockpile a massive amount of strategics in the mid-game, when you have the upgraded mines, but not enough advanced buildings to really need them. That kind of defeated the purpose of making strategics feel limited and valuable (and thus worth fighting over the mines) in the mid-game, well before you can satisfy you needs with refineries. The edicts may need to be adjusted to be less expensive, but that's kind of a question of whether strategics are sufficiently valuable to make it a worthwhile consideration in the midgame.

I have this mod which does 1/3/9 for refineries, so I would appreciate that number being the same for this mod.

Also, strategic resource edicts should be more powerful if they are more expensive.
