OP Capital Systems in the Wild

Description
Many requested it. This is the mod that allows the systems from my OP Capital Systems mod to occur randomly in the galaxy. They're uniquely identified in the files so that they're compatible with using the main mod for your own capital still.

It may, the main version doesn't yet, I'm hoping to fix it tomorrow, but I think this should mostly still spawn randomly fine.
