A Social Guarantee Districts Gamemode

Description
A gamemode that separates Chilly's district maps into its own category, and also lets you play them without being able to cheat.

The thumbnail is from gambling_district.

I never wanted the flashlight to be disabled. I made this 4 years ago, but I may be up to taking a look at the code again.

Grey Gordon is the default Half-life 2 playermodel, the game defaults to this because I didn't configure anything different.

awesome! the sandbox gamemode has really ruined the series because i kept cheating, but this gamemode easily fixes that
