Report a translation problem
You forget one thing about "Mother Russia" civ ability. The additional tiles we'll get also, when we conquer other civ city. Sometimes I forgot about this fact and wondered about, why captured cities during wars have more tiles than usual.
Example: Just recently I've conquered Gorgo capital. Was already have lots tiles. Right-up side belongs to Gorgo, but left-down side is empty. Once I conquered capital, I've acquired new tiles on left side for free (just near place, where I've gathered army). Civ ability was been activated, so new city acquired two tiles from workable range tiles plus three tiles outside normal range, which we can buy tiles.
In some moments I wasn't even know about, where I can spend excess faith (I was had 1000 faith income on last turn (296) before Culture Victory). Even on Archipelago map type.
That's an interesting error :-)
