UEM - No AI Free Agriculture Fix

If you've ever played Civ 5 with Ultimate Eras Mod and TPangolin's custom civs, you might have encountered this annoying problem where some of the AI seem to advance crazy fast into the Ancient Era, while you're stuck in the Prehistoric Era. No longer with this mod! This is a simple fix to prevent the Colonialist Legacy civs from acquiring Agriculture for free.

**DISCLAIMER**: This mod is in beta, effectively. It appears to have corrected the Ancient Era start that CL civs get, but I haven't done much testing with this fix as of yet, and I don't know enough about either TPangolin's custom civs or about UEM to guarantee that using this fix won't have an unforseen consequence in the late game, or in another game configuration than the one I was playing. Feel free to download it and try it out on your own, and if you find any problems, leave a comment explaining how I can recreate it.
