That's because the map's cubemap is invalid, broken, or outdated.

WAAAAAAAAY too bright. Like, basically pure white levels of bright.

mat_specular 0 also makes a difference, but i could make second variants of each materials with thier shaders slighly decreased

The materials would be nice, but lighting is off by a mile. If I use any of these on a prop, the side exposed to light will be excessively bright, while the sides that are not will be way too dark. I tried it on multiple maps, because in my experience the map's lighting also makes a difference, but it is almost the same everywhere. Perhpas the shaders of these materials could use some improvement.
