Enhanced Camera TTT Fix

Description
This is mainly just a fix for my own uses, but feel free to use it, I guess.
Prevents TTT from breaking Eliza's Enhanced Camera.

Probably works in other gamemodes, but I haven't tested it.

I'll probably submit a pull request to fix it in the main addon at some point.

ConVars:
sv_ec_enforce 0/1 - Enable automatically enforcing dynamic height in gamemodes that might break it.

Commands:
sv_ec_dynamicheight_reset - Reset dynamic height manually.
