I could not get the mod events to show up. I tried both short and long games. Is there a specific place you need to start to get it to spawn?

Ok I actually can not figure out how to win this. I have done every single event right. I tried choosing out with the one I picked for the final event, I tried choosing the one I didn't pick for the final event, I tried going alone. Literally nothing has worked. Please help,,
