Description
Take the Woodinville Local from Delta Yard to Snohomish where you will need to wait for a bit while MOW crew tidy up around an area where track maintenence is being done so you can can proceed on down to Woodinville.Duration: 35 MinutesDifficulty: Easy

Based on other comments, it seems to work fine for other people. As far as I know all of the required DLC is listed. Have you tried clearing the game cache and/or verifying the integrity of the game cache?

No train to drive. All DLC present, so either your scenario failed or oyu failed to list all of oyur DLC. I'm betting it's the latter.
