Ported the MP9 (TMP) from Cry of Fear

Gave it a fire rate of (around) 900 rpm
Found a bug while making this, using the pro uzi as a weapon base causes the bolt to stay locked back permanently when you perform an empty reload. Dropping or holstering resets this though, plus you'll only see it get stuck while holding it in your left hand.

(Also, I curse at whoever at decided that the MP9 should use a looping sound, and whoever decided that the different MA weapon bases should modify the firing sound's pitch)
