Description
After the Civil War the town Whiterun has been destroyed
...the mod fixes that.

You should install this after you finished the Civil War!

Whiterun Interiors and Exteriors are rebuilt.

I did some reading and Open Cities doesn't work (at least not the mod here on steam) with any mod that alters whiterun. So no it doesn't work, even some NPC or follower mods won't show up becuase Open Cities won't run with them. I gave up open cities and kept whiterun rebuilt!
