DSJ 4060 is part of an unusual class of just five shunting engines. They were built by Toshiba, the same company who built the DSG's. One DSG was built and assembled in Japan, while the remaining four (inc. 4060) were assembled at Addington Workshops in Christchurch.

The DSJ class is similar to the DSG, but only has one engine instead of two. The DSJ is also noticeably shorter, and has an off-centre cab (unlike the DSG). Due to the lack of a 2nd engine, DSJ's have a grille at only one end. Unfortunately the Rolling Line DSJ model does not reflect any of this, and instead has a centre-cab with grilles at both ends.

DSJ 4060 was finished and ready for service in November 1985. As with the other four class members, 4060 was originally painted in the classic International Orange livery. This was replaced with New Zealand Rail blue in 1994. Around the same time, all five DSJ's were fitted with shunters' refuges. These are short extensions to the frame at both ends, which allows the driver to use a remote control set and operate the locomotive from outside the cab.

4060 became the 3rd of only three DSJ's to receive the Toll Rail livery, being repainted in 2006. The others were the class leader - 4004 - and 4032. After Toll Rail was rebranded as KiwiRail in 2008, all engines in Toll colours had the Toll logo replaced by a KiwiRail sticker. Most of the ex-Toll engines have since been repainted in KiwiRail colours, but DSJ 4060 is not one of them.

As of January 2020, DSJ 4060 is based at Te Rapa, and still carries the semi-old Toll Rail livery. She is one of three DSJ's based in the North Island, with the others being 4032 and 4045.
