the block could have special parts (inertial sensors or something like that) that could not be assembled but purchased at a high price in the economy trader stations.
the small grids would need something like 10-20 million to purchase the components and a large grid 50-100 million. That way it is something you could get in a later game stage and you would need to be very strategic on what ship you want to have it.
