Report a translation problem
I was able to get the randomizer working and heard all four songs in an online campaign. This was on a local server that I hosted, after I turned off server consistency in the console. If you haven't turned off the server consistency before, you can do this in the online lobby by typing "sv_consistency 0" in the console.
After testing and reviewing the mod files, I think I've come to the same conclusion. One way around this could be to turn off server consistency and to avoid official servers. I'll be trying this myself, and I will continue to review the mod files.
Testing it out more is making me believe it simply has a hard time working online. Works every single time i play solo games in the mutations.

Thanks for letting me know. I didn't have this problem myself when I was testing it before, but I will run some more tests to see if I can figure out what's going on.
