South Korea v1.3

I'm very passionate about South Korean culture, food, and people. Because of this, I decided to make a South Korea mod for this game.
I'm not perfect, so feedback regarding taxes or policies that Korea has in real life will be helpful.
Here's the changelog. Again, please let me know if there's something I should add, remove, or change.

*Korea now starts with an Alcohol Tax of 72% and a Tobacco Tax of 62%.

*Reduced the effect of EPIK on Foreign Relations
*Made EPIK more expensive for balancing purposes

+Added a basic North Korea Humanitarian Aid policy. The cost is currently the same as School Vouchers, but that's just a placeholder. Increases North Korea Relations and reduces Patriot opinion. Feedback (both critique and suggestions) on these two are very much appreciated.

*Ethnic Minorities start at less than 1% of the population and have a maximum of 10%.

*State schools have a greater impact on education
*Higher Border Controls now increase Tourism instead of decreasing it (less threat from North Korea)

*Less Obesity (lowest obesity rate in the world)
*Slightly more Retired
