Speed Limiter

Description
Limits Speed on ships and rovers.
Uses Thruster override on ships and handbrake on rovers.

To set limit, run the script with limit as argument.
To disable limit run with "stop" as argument.

It only seems to work for up / down, it actually seems like it causes the ship to accelerate uncontrollably in any other direction if control input is applied!
