Safe Zones - Reduced Power Usage

Disclamer: This mod was created for a private server but you may use it at will.

What does it do:

This mod changes the safe zone power draw. Maximum power usage is reduced from 300MW to 100MW and minimum power usage is reduced from 5MW to 1MW.
