Custom Skin Testing

Description
This is a simple directory layout for creating custom skins.
There is an example of a working skin in the '31_asian' folder & the 'menu>>textures' folder.
As new cars are added to the game, this will be updated accordingly.
This allows you to skin DLC cars given you have the templates.
