Abandoned Volcanic Observatory/Base

Description
Volcano Observatory complete with base inside mountain. A tower for living in complete with air-conditioning, banquet hall, relaxation bubble, weapons fabrication unit. Some of the base has fallen into disrepair. Where did the previous owner's go?
