Megastructures Rebalanced

Megastructures have always been something of a topic as some are quite useful and possibly OP while others aren's all that useful at all. This has changed with this mod.

These megastructures have been revamped and rebalanced to make them more useful or less OP, as well has more expensive to make. Here are major things that have been added, changed or removed:
- All megastructures got a price hike and now use influence to built up levels of each megastructure
- Sentry Array has been removed all together as its pretty much useless and OP when at max level
- Dyson Sphere makes less energy but now gives a bonus to energy production jobs all over the country that owns it
- Science Nexus has its research speed modifier changed from 15% to 25% at its max level
- Matter Decompressor makes less minerals but in return makes 1 dark matter per month at max level
- Strategic Coordination Center has been buffed to now have fire rates for all weapons and army health and damage increased to 15% when you build the max level
- Mega Art Installation will now produce a very small amount of minor artifacts per month
- Interstellar Assembly now produces influence per turn
