Mercenary Contracts – Always Top Tier (Max) and No Decay

Description
Introduction
Bandits mercenary contracts will always be capped on their max tier.
The minimum value now is 100 so it will always be at maximum.
This way you will always get your contract successful and have a morale boost and a chance for an item.

Requirements
World Betrayed DLC! As White tiger FLC doesn't allow us to use the Contracts mechanics.


Visual bug
Contract UI may go crazy for first 3 turns of a new contract. FIXED

Just the no decay mod (not top tier)

Changes
22-03: Initial release: Contracts are capped at 81, whuch led to UI bugs.
26-03: Patch1: Contracts are locked at 100 all the time.

Do you have any plans on making a mod so the white tiger resource is on max with no decay regardless of coalitions? Cheers
