Ice Cop

This is one of the custom NPCs I use in my chunk packs, feel free to steal it for your own. This was an old attempt to minmax the point system to make a character that was pretty obviously broken, and it worked so it's probably not super worth playing unless you feel like being an overpowered cop for a bit. As NPCs they are a nice way to spice up the police force however, nothing like a freeze ray shot racing towards you in the middle of a tense shootout to really get the adrenaline pumping.
