Less Empire Sprawl

Description
Changes defines so there's less empire sprawl from diverse sources:

Districts = 0.5
Systems = 1
Colonies = 5
Branch Offices = 0.25
Pops = 0.25

It does, I tested it. Afaik they didn't change anything to do with empire sprawl throughout all the updates so it makes sense it still works.

Unlikely, this is two years old and I haven't played in over a year, I don't know if sprawl works the same way.

Thanks for the defines! It is the simple mods like this one that I really enjoy, so I can edit to suit my needs.

@the-A-man2 this is a mod requested by BlackLaser, only using the values they gave me. I can make another version with more moderate numbers too.

@BlackLaser It's no problem, ask away, it takes me a couple of minutes to do the changes. It's updated now.

sorry to bother but could you adjust it one more time? I played a game and it was actually too much... so maybe
-5 per colony is okay
- and then 0.5 per District and 0.25 Per Pop? this should be the last time I am asking for a while... cant test this everyday anyways XD

I like the idea, just asking why you removed the impact of districts and pops?
