Just one of these things would be enough of a painful deterrent to just about any mammal. A combination of both is not only needlessly dangerous, due to the risk of the subject getting entangled and suffering more shocks, but also energetically inefficient given the increased resistance across the surface.

You raise these points, but while they're acknowledged, your advice is shot down with little in the way of justification. You can only assume this is meant for a situation that requires high security. Hopefully defense, not confinement. But either way, it hints that there might be a storm brewing.
