Real Planetary Shields

Description
Makes planetary shields worth a damn! This increases their orbital bombardment defense from 50% to 100%, meaning you'll either need a colossus or actually land armies to take a planet. This makes defensive armies actually worth focusing on.

Oh fucking thank god. Me and my son were talking about how worthless the shields were and how they need to rework the army systems so Its worth something. Making It so the forts add a good def bonus to defending troops and adding a system were you can land armies and target buildings for damage to take down the shields for a planet.

I dunno about you but short of Fallen Empires I've never actually had to bombard a planet in this game... and FEs usually have shields anyway...
What sort of galaxy are you playing in where it's faster to drop ordinance than to just drop an army on the rock?

So technically no vanilla files were actually edited. The original files are still there, it just replaces the original building with this one.

The process of making a "new" building would be the same, you'd just have two different kinds of Planetary Shields that do different things.

Could you please instead make a whole new building thus improving compatibility, not going to touch any vanilla file? "Planetary Shields MK XR001", mid/late game maybe (after all, early game bombarding has less action than watching paint dry).
