Better Diverse Ascension Tweak

Description
FEATURES:
This is a simple tweak I added to be loaded on top of one of my favorite mods, Better Diverse Ascension by ☭ Red-Eyed_Fairace. If you are playing an organic-only empire, you can forgo the first tier of the Synethic Ascension perk in order to be able to get the second tier perks for both Genetic and Psionic Ascension.

COMPATIBILITY:
This is meant to be played with BDA, and should be placed after in the load order. I made it for personal use but figured I'd place it out there in case anyone else is interested, so I haven't tested it extensively.

I noticed that the mod seems to have a bug (though it might be a base-mod issue) if you take Mind over Matter before Evolution Mastery, Evolution mastery will get locked off, but not vice versa.
