XR Ship Pack rebalanced to match VRO balance

This mod alters the ship values to fit the VRO mod balancing and adds internal shields to all XR ships.

In general (not 100% accurate):

- increased hull by around 1.8-1.9x
- combat ships have 1.25x increased costs (resources as well)
- civilian ships have 1.10x increased costs (resources as well)
- freighters got increased cargo hold to match VRO cargo spaces
- radar ranges have been bosted for all combat ships
