That is a relatively new decal: Just a plain 1x1 bock with selectable colour to fill gaps. To place it in the background behind modules, you have to hold down space while placing it.

Hey! I noticed you listed this ship as belonging to the "Dinleton Squadron", and I believe what you were trying to sat was that it's a member of the Dingleton Squadron.
