Habitable Stobes Gamble

Description
Mod to make Stobes Gamble a semi-habitable place.

-Added fertility (arid,green,swamp) to Stobe's Gamble (values kept somewhat low to balance-this was added mainly to support non-hydro crops such as "Drugs Expanded")

-Removes the ash weather effect from the world (performance) and also makes stone available for mining. (Regular & Hybrid).
