Configurable Task Speed

Description
Change how long it takes to accomplish tasks. Doesn't change resources gathered.

Only changes those vanilla resources with a 'mine' entry. Does not change any building specific crafting.

Cut down trees faster, harvest stone, and ore rocks faster, etc.
