Description
I didn't really like how only Authoritarians were able to create Hegemony type federations, so I decided to make this mod!

Pretty straightforward. This mod removes the Ethics requirement for forming a Hegemony, so anyone can do it.

Should be compatible with any mod that doesn't edit 00_federation_types

favorite federation playthrough was being Hegemon as Shared burdens. Was pretty mad after they added the ethic requirement.

I wish that there was a way to duplicate the Hegemony, or force a Federation to be changed to one, without actually overwriting the Vanilla rendition files.
