Ah, Governor! I have a new challenge for you, and I think you'll like it.

You know those low-lying islands about twelve miles off the coast? Yea, the ones that we thought were worthless except for the scant bauxite reserves and designated as a wildlife sanctuary?

Turns out there's oil -- a lot of it! We have just completed a highway and rail to the abandoned fishing village that was the only place people had ever tried to settle before, about a hundred years ago.

There's not much to look at, currently, unless you like palm leaves and the endless sea...well, there is the semi-famous "Key Hole" on a small coral bay. I'm told that is all that remains of the top of the ancient hill that once stood where the sea is now.

The salty, sandy soil isn't good for much more than coconuts, jacaranda and clumps of grass, but you can make it work.

There's abundant fishing, of course, but you'll have to be....creative, as there isn't much land to build on.

We will require an airport and seaport as quickly as you can get them up and running so we can get that oil to the global markets!

Oh, and why don't you add a golf course or two? Maybe you can even get cruise ships to dock.

Just because the first settlers all died off doesn't mean YOU can't make these islands a real paradise!

A map inspired by the Florida Keys, but you can apply it to any semi-tropical place. I wanted to use just nine squares without having the city end for no reason, so that it looks fully-blended into the landscape.
