Espionage UI Rework

Description
Cleans up the Spy panel. City labels have been made a little larger, and the information given in the panel has been compacted a bit.

The "Captured spies" section has been moved from "mission history" to "operatives", to make it more accessible.

Allows spies to travel to a city by clicking on the city on the map, instead of using the city list.

Sorts target city list by number of districts the cities have, and filters out districts that doesn't have any missions available.

Also removes the "Recruit partisans" spy-mission and the related "Guerilla leader" spy-promotion.

This mod is having an interaction with the latest patch that melts the mission acception screen.

I have updated the mod. The city labels have been made a little larger, and have a district icon added next to them (see updated mod picture). The spy-promotion related to the neighbourhood district has been removed, since that mission is not available in this mod. I also changed the "awaiting assignment" text from blue to white, this is better for readability.

Awesome man. I've been waiting for a mod to remove that spy mission. I never build neighborhoods for that reason.
