TW Warhammer Map Campaign

Description
TL;DR
It's risk, but you move all your ♥♥♥♥ at once, you can't have more than 3 dudes in a spot and you count VP along the way.

Overview:
The game takes place over 9 weeks. Each week, orders are issued, forces move around the table and blood is shed. The plan is to have me DM and play in it. I aint tryin ta cheat in a map campaign. I'll have my orders written up before I crack open anyone else's.
Force strength -
Army sizes will be indicated by number of models in a territory. 1 model = small force (5,000 gold), 2 models = medium force (8,600 gold), and 3 models = large force (12,400 gold)
At no point can a territory have more than 3 of your models in it.
Named characters will be represented on the board as unique models. These models still count as 1 force. You may only include characters to your roster if they are present in the disputed territory (But you don't have to include them). Destroying that character's forces will cause them to have to re-spawn at a stronghold.
Fight resolution -
Armies that cross paths in the old world must do battle. Resolve battles through custom games and manage your gold allowance accordingly. When the fight is done, the defeated player removes their models from the board.
It may happen that an opponent brings a larger force against yours. Players are always free to concede battles, regardless of army size. If you concede a battle, it is treated as a normal victory to the opponent and all your forces are destroyed. (You are also free to fight an uphill battle and if you manage to win against the odds, you get bonus VP!) You might also find it useful to broker deals and alliances with promises of conceded land. But there are no binding agreements!

Issuing orders -
***Send me your week's orders by Sunday at noon.
You have until Friday at 11 pm to resolve all army conflicts.
Saturday will be for replenishing forces.

Orders direct your forces around the map. When you issue an order, you state the territory in which you have forces, the number of forces moving and the territory they are moving toward. Note that you do not HAVE to leave forces behind.
Order Example:
Karak Norn, move 2 forces to Athel Loren.

There are two ways armies come into conflict through orders. 1. An invading army moves into a territory where an enemy force has remained for that week. 2. Two armies are ordered to move into each other's territory.
Multiple players moving forces into a single territory will be handled as follows:
3 players = a custom 4 way battle where the 4th person buys a single lord and does not participate.
4 players = 4 way battle
5 players = a mini tournament 2 bi rounds.
6 players = a mini tournament with 1 bi round.
*Participating players are free to agree on other terms to resolve multiplayer battles.
You are able to move forces into a location that has 3 of your forces in a week, so long as you also issue orders to move some of those forces out to make room in the same week.

Replenishing troops -
After the weeks orders are carried out, but before the new orders are issued, players will have the chance to replenish their forces. Count the number of territories you control and divide that by 4 (rounded down). Add in continental bonuses if you hold them. This will give you the number of force you can deploy into territories you control. Note that if a named character has fallen in battle, they can only be re-spawned at one of your starting strongholds.
Tracking -
Players will be given a tracking sheet that will help them manage their forces, territories and victory points. We each start off with 35 models. Each player may start the game with 3 named characters on the board.

Day 0 -
Each player will start off with 3 iconic strong holds relative to their race. We place 3 forces in each of these strong hold areas.
Skaven = Hell Pit, Skavenblight, and Putrid Stump.
Chaos Warriors = Tribes of Baersonlings, and North and East Oblast.
Orcs = Bloody Hands, Iron Claw Orcs, and Karak 8 Peaks.
Dark Elves = Republic of the Wasteland, Couronne, and L'Anguille.
Dwarves = Karak Norn, Karaz -a- Karak, and Barak Varr.
Tomb Kings = Red Shield Orcs, Karak Azgal, and Bone Nose Orcs.
At a time when we can all meet online through TTS, we'll roll off and begin placing the remainder of our forces in uncontrolled territories. Once all territories are claimed, distribute the remainder of your forces among the territories you control.

Occupying territory and holding continents -
To control a territory, you need to have at least 1 force in it. You control a continent if you hold all associated territories after orders are resolved for the week. Holding territories is how you replenish forces. At the end of each week, you'll receive forces equal to the number of territories you control divided by 4 (rounded down).

Victory Points -
Win a battle = 1
Win a battle with a named hero = 1
Win a battle against a larger force = 3
If a small force wins against a large force = 10
Remove a player from the game = 5 *

End of game VP bonuses -
Number of Territories owned = 1 per
Continents controlled = weighted equal to force bonus
Starting strongholds held = 2 per for a total of 6 possible
*If multiple players are responsible for knocking a single player out in a week, the VP is divided among them and then rounded down.
