Clear Tooltips [1.4+]

Clear Tooltips removes the black marble background in tooltips, and replaces with a slightly transparent black window.
Text has been recoloured to make it more bold and vibrant.
Tooltips have been reworded and re-formatted to give the same information in less space.
New seperators give space to important values, making them stand out more.

Not all tooltips have been reformatted yet, it's an ongoing project.
