Description
This mod is part of a series of mods with the goal to make choices in the game more interesting by both balancing them and adding more interesting mechanics. The goal of this mod in particular is to make Loyalty more dynamic, and also to make the Governors more powerful and interesting to use.

Alternatively, beneath the mod description you should see a few thread links. Click "View All" to see the Discussions Forum.

@lukegrossmiller Up at the top of the mod picture there are some tabs. The default one is "Description". Next to it is "Discussions". That one should give you access to the Discussions Forum!

I don't understand where to find out what is in this mod or where to see the Discussions Forum for full Changelog. Great idea to improve the Govs. I think they are one of the most poorly implemented features of civ 6 and not much fun.
